Cloud runs execute on TestOwl infrastructure. Local runs execute on your own machine through the TestOwl desktop app. Each plan has a separate monthly allowance for each: Starter 2,500 cloud and 8,000 local, Pro 10,000 and 25,000, Scale 35,000 and 75,000.
